Despite the best efforts of Phil Isenberg, chair of the Delta Stewardship Council, the Delta Plan will not be completed by the January 2012 deadline called for in the 2009 Delta Reform Act. The draft EIR is now scheduled to come out on November 4, so the Delta Plan itself won’t be adopted until late March or early April of 2012.
